Where they're listed
Local businesses are on Google Maps and in directories. Their websites are linked right there.

The site tells you
An old design, no booking, a broken contact form. The website is the signal, and the agent reads it for you.

How to get clients for a web design business
Most web designers grow on referrals until the referrals slow down. Outbound works when the email is about their site, not your portfolio.
Choose a niche you can talk about
Restaurants, clinics, trades and law firms each need different things from a website. Pick one where you know what a good site does for revenue, and your emails will sound like it.
Let the website qualify the lead
No mobile layout, no online booking, a slow homepage, a form that doesn't send. Pick the problems you fix and brief for them. A business with a website that already works isn't your lead, however well it fits otherwise.
Show, don't pitch
One specific observation and one idea get more replies than a list of services. If you can, link a rough mock-up of their own homepage. It's the fastest way to show you looked.
Check the email rules where you sell
In the US, CAN-SPAM allows B2B cold email with a working opt-out. In the UK, limited companies can be emailed with an opt-out, but sole traders and partnerships are treated like individuals. In Germany, commercial email usually needs prior consent even between businesses. This isn't legal advice, so check the market you're contacting.
